What Is Continuing Education?

  • In the United States, 52 licensing boards—including those for territories and protectorates—accept COPE-accredited CE for licensure maintenance.
  • Internationally, COPE credits are recognized in several Canadian provinces

How the COVID Pandemic Transformed Continuing Education (CE)?

Before the pandemic, continuing education (CE) for optometrists was straightforward, primarily split into “live” and “online” categories. However, the onset of COVID-19 in 2020 reshaped this traditional structure. As live events were canceled, ARBO introduced significant changes to ensure CE remained accessible while maintaining high standards.


Key Adjustments to COPE-Approved CE:

  • In response to the pandemic, ARBO permitted COPE administrators and providers to offer "live" CE credits for events conducted in an "online interactive" format. This change ensured optometrists could continue meeting their CE requirements despite restrictions on in-person gatherings.
  • Recognizing the ongoing need for flexibility, COPE extended these rule modifications multiple times, with the final extension running through December 31, 2021. This shift emphasized that the quality of education matters more than its delivery format.

Transition Period for Distance Learning:


In October 2021, COPE announced a transition period to evaluate the future of “online interactive distance learning.” Initially scheduled to end on June 30, 2022, this period was later extended through December 31, 2022. During this time, the COPE Governing Committee conducted thorough research, considering advancements in learning technology and feedback from stakeholders to identify lasting improvements.


The New Classification System:


By Fall 2022, the COPE Governing Committee unveiled a revised classification system, introducing a clear distinction between synchronous and asynchronous courses. This modern framework allows both in-person and virtual education to coexist, ensuring optometrists have flexible options to meet their CE requirements while maintaining the integrity and quality of their learning experiences.

These updates mark a new chapter for CE, blending traditional and innovative approaches to support the ongoing professional development of optometrists.

What Are Live or Virtual Synchronous CE Formats?

With the updated course classification system from COPE, synchronous learning—whether live or virtual—offers optometrists flexible ways to meet continuing education (CE) requirements while ensuring real-time interaction with instructors.

Previously referred to as "live" education, synchronous in-person learning occurs when both the lecturer and attendees are physically present in the same location. This format is common at national, regional, or state conferences and may include: Hands-on workshops Poster sessions Group discussions Virtual synchronous learning, formerly known as "interactive distance learning," involves real-time online sessions. These courses allow participants and instructors to engage simultaneously, often via platforms like webinars or virtual meetings. Immediate interaction with the instructor enhances the learning experience, mimicking the benefits of in-person education.
Key Features of Synchronous Learning:
Real-Time Interaction: Learners must actively participate while the session is live. Access ends once the session concludes.
No Mandatory Post-Test: Unless the course is for CEE credit, learners typically don’t need to complete a post-course test.

What are State Guidelines for Virtual Synchronous CE?

In most states, virtual synchronous sessions are considered equivalent to live synchronous CE credits. However, requirements and allowances vary by state. While this guide strives to provide accurate and updated information, we recommend consulting your state optometry board for the most precise and current details.

What Is Asynchronous Learning?

As of October 2022, COPE updated the terminology for "enduring distance learning," now referring to it as asynchronous learning. Unlike synchronous formats, asynchronous CE allows optometrists to learn at their own pace, with no real-time interaction with instructors. Examples include journal articles, pre-recorded webinars, and webcasts.

To complete asynchronous CE, participants are required to submit a post-course test pre-approved by an accredited institution, such as a school of optometry, medicine, pharmacy, or osteopathy. This ensures the integrity of the learning process and verifies that the material has been thoroughly understood.

  • Alabama optometrists holding therapeutic licenses must obtain 20 approved hours of continuing education annually. At least half of these hours must relate to diagnosis, treatment, and management of eye disease (TMOD)

  • Hours earned during the renewal period can be used for this year or next year, but not both.
  • Alabama law requires that the individual licensee maintain their own CE records in case of an audit.

*If a regulated member earns more than 150 CE credits in any 3-year competency period, a maximum of 50 CE credits will be carried forward to their next 3-year competency period.

Each regulated member must complete a minimum of 30 CE credits in each of the first two years during each full competency period.

The types of learning activities approved by the ACO include:

Category 1 - Traditional & Self-Directed Continuing Education Activities

  • a) COPE and ACCME accredited courses
  • b) Courses sponsored by a COPE accredited provider, or, an approved local, provincial or national optometric organization
  • c) Approved courses by other health care organizations or governments

Category 2 - Optometric Appointments and General Activities

  • Licensee may claim one credit hour of continuing education for each day of instruction in a full-time program approved under R4-21-207, or for less than a full-time program on a pro-rata basis.
  • No jurisprudence or practice management courses are accepted that are "state specific" to a state that is not Arizona.

    • Essentially this is TMOD: Ocular Disease (GL, IS, LP, PO, SP, TD) & Systemic Disease (NO, PH, SD)
  • Accreditation: CE hours must be approved by the College of Health and Care Professionals of British Columbia (CHCPBC) or the Council on Optometric Practitioner Education (COPE). 
  • Verification: Registrants enrolled in the OE Tracker program should ensure their accounts reflect the CE hours obtained. Those not enrolled must provide original CE certificates along with a completed CE Record Form and a $100 administrative fee to the College.
  • **CPR Certification: Full registrants must hold a CPR certification that is no more than three years old at the time of registration renewal.

Other Requirements

All required hours (40 or 50) for renewal can be taken online or via the internet if the courses are live and interactive (Synchronous Live)  which is defined as:

  1. In-person lectures, in-person workshops, in-person demonstrations, or in-person classroom studies which allow participatory interaction between the licensee and the instructor during the instructional period; or
  2. Lectures, webinars, workshops or audio or video conferences delivered via the internet or computer networks in real time, which means online meetings with participatory interaction between the licensee and the instructor presenting the content during the instructional period at the same time.

All licenses expire at midnight on the last day of the month in which the license was issued during the second year of a two-year term if not renewed.

California does not accept Practice Management or Business Management Courses.

*TPA certified optometrists must obtain 50 hours of CE, 35 of which must be in the diagnosis, treatment and management of ocular disease as follows:

In any combination of the following areas:

  • glaucoma, ocular infection,
  • ocular inflammation,
  • topical steroids,
  • systemic medication, or
  • pain medication.

Note: Essentially this is TMOD: Ocular Disease (GL, IS, LP, PO, SP, TD) & Systemic Disease (NO, PH, SD)

TPG/TLG – Certified Licensed Optometrists:

The law requires licensed optometrists who are TPG or TLG certified to follow the same continuing education requirements as a TPA certified optometrists, with one additional requirement. Licensed optometrists that are glaucoma certified are required to complete 10 hours of glaucoma specific continuing education every license renewal period. These 10 hours shall be part of the 35 hours on the diagnosis and treatment and management of ocular disease.

    • American Academy of Optometry (AAO)
    • College of Optometrists in Vision Development (COVD)
    • Optometric Extension Program (OEP)
    • Clinical facilities specializing in eye care that is staffed by the professor(s) or adjunct professor(s) of optometry or ophthalmology at accredited optometry or medical schools.
  • Beginning in the 2023 -2025 license period, the 16 synchronous CE hours may be completed through synchronous in person events OR synchronous virtual events, as defined by the Council on Optometric Practitioner Education (COPE).
    • COPE defines synchronous in person as face-to-face, hands-on workshops, and interactive posters with authors presenting in real time.
    • COPE defines synchronous virtual as interactive webinars in real time, videoconferences, and interactive posters with authors presenting in real time.
  • A maximum of eight (8) CE hours may be completed through asynchronous, internet-based CE, as defined by COPE, and/or CE offered by professional/association journals.
    • COPE defines asynchronous as recorded webinar without instructor interaction, journal article, and webcast/podcast.
    • Asynchronous CE must be sponsored/approved by COPE or accredited schools/colleges of optometry, and include a post-test evaluation.
  • *Clinical Observations/Clinical Examinations
    • A maximum of four (4) hours may be applied per license period.
    • One (1) hour of CE credit may be obtained for every two (2) hours of observation at a clinical facility that specializes in eye care and is also staffed by professors or adjunct professors of optometry or ophthalmology at accredited optometry or medical schools.
    • CE hours obtained through clinical observations and clinical examinations count toward the 16-hour synchronous CE requirement
  • ICD-10CM/PCS Code Training
    • The Board recognizes ICD-10 Training to be clinically based.
    • A maximum of four (4) hours may be applied per license period.
    • CE hours obtained through ICD-10CM/PCS Code training count toward the 16-hour synchronous CE requirement.
  • Subject to the final approval of the Board, a designated Board member may rule in regard to the approval of other meetings, programs, and/or courses.

**The following are examples of continuing education courses the Board will not accept. These include but are not limited to:

  • leadership training
  • practice/personnel management
  • client relations
  • communication training
  • integrated resource management principles
  • presentations dealing with financial-based subjects including, but not limited to bookkeeping procedures
  • financial planning
  • retirement planning
  • insurance programs
  • presentations that are primarily promotional in nature regardless of subject material

Substance Use Prevention Training

Every Optometrist, regardless of the date of licensure, is required to complete at least one (1) hour of training per license period in order to demonstrate competency pertaining to:

  • best practices for opioid prescribing
  • potential harm of inappropriately limiting prescriptions to chronic pain patients
  • best practices for prescribing benzodiazepines
  • recognition of substance use disorders
  • referral of patients with substance use disorders for treatment
  • use of the electronic prescription drug monitoring program

Substance Use Prevention Training includes but is not limited to: relevant continuing education courses; peer review proceedings that involve opioid prescribing; relevant volunteer service; or teaching a relevant class/course.

All substance use prevention training that also meets the continuing education requirements specified above may be applied to a licensee’s continuing education renewal requirements.

Optometrists who meet one of the following conditions may be exempt from Substance Use Prevention Training:

  • Maintain a national board certification that requires equivalent substance use prevention training; or
  • Attests to the Board that they do not prescribe opioids

  • The Board accepts only COPE accredited or Maryland Board approved continuing education programs. These COPE categories are accepted as general: (CL), (EJ), (FV), (GO), (LV), (PB), (PM).

CATEGORIES

  • Board Meeting Attendance – The Board will allow continuing education credit of up to 4 hours in the two-year period for attendance at the regular session of Board meetings. Licensees will receive 2 hours and a certificate for each meeting attendance.
  • Clinical Observation – Observation of clinical procedures (without a corresponding lecture) will be accepted for continuing education credit up to a maximum of 8 hours in the two-year period. The site must be pre-approved by the Board. The licensee needs to obtain a letter verifying the number of hours from the person or facility where the observation is done.
  • General -Types of general hours may include the following:
  • **CPR –Required for DPA and TPA certification. DPA and TPA certified optometrists are responsible for maintaining proficiency with the current CPR procedures as recommended by the American Heart Association. The Board will grant a maximum of 3 hours in the two-year period for CPR recertification.
  • Ethics – The Board will allow up to a maximum of 4 hours for Board approved courses in optometric ethics.
  • Practice Management – The Board will allow a maximum of 4 hours in the two-year period for programs directly relating to patient care.
  • Optometric Ethics/ Maryland Optometric Jurisprudence, or both – The Board will allow up to a maximum of 4 hours for Board approved courses in the two-year period.
  • Cultural Competency – The Board will allow up to a maximum of 4 hours for Board approved courses in cultural competency.
  • Other – The Board will allow approved programs that are relevant to the practice of optometry.
  • Journal and Internet Courses – Courses given in optometric or other professional journals with a post-test, or Internet courses will be accepted for continuing education credit up to a maximum of 30 hours in the two-year period. Anyone with a physical handicap or other problem that precludes attendance at continuing education courses can request a waiver of the 30-hour limit from the Board.
  • In-Person Courses:  Optometrist, who is issued a license by the Board shall complete a minimum of 10 hours of continuing education per renewal cycle by attending in-person trainings conducted in Maryland by an accredited administrator. As of 4/24/2024, the Board has expanded its interpretation of the “in-person” to include synchronous virtual training in addition to synchronous in-person (i.e. face-to-face) training and will now accept both formats to satisfy the requirement for 10 hours of in person training conducted in Maryland. 
  • Presented Program - Licensees who present approved CE programs will be allowed continuing education hours for the preparation and presentation of the program as follows: for each hour of presentation, the licensee will be allowed one hour for preparation and one hour for presentation up to a maximum of 16 hours in the two- year period.
  • Pro Bono Work-The Board will allow 1 credit hour for each 3 hours of approved continuing education activity, up to a maximum of 6 credit hours per renewal cycle.
  • Published Paper – The Board will allow continuing education credit for a maximum of 12 hours in the two-year period for papers which have been either published or peer–reviewed.

At their December 15, 2021 meeting, the Massachusetts Board of Optometry specified that a live webinar where speakers and attendees can interact in real-time are considered to be live CE. The Board clarified that distance learning CE courses, which are limited to 6 hours per renewal cycle, are those where the licensees are reading content or observing media on their own with no interaction with the instructor. Thus, the COPE-approved interactive NGS webinars count as live CE for MA optometrists.

An optometrist certified to use pharmaceutical agents in the practice of optometry shall complete a minimum of 50 hours of continuing education every year in order to maintain pharmaceutical certification. A minimum of 20 hours shall be by participation in formal courses and the remainder by independent study. An optometrist certified to treat glaucoma shall complete a minimum of 10 of the required hours in glaucoma specific education. A minimum of 7 hours shall be by participation in formal courses and 3 hours may be by independent study.

  • Class I credit hours shall be accumulated through participation in workshops, seminars, conferences, courses, mini courses and related facility based in services.
  • Class II credit hours shall be earned through independent study documenting the course title, activity, dates of study, content of study and number of hours of Class II continuing education.

Note: Continuing education courses given by the American Academy of Optometry, the American Optometric Association and any state or regional affiliate, or any accredited college of optometry, medicine or pharmacy shall be automatically approved as Class I credits.

The New Hampshire Board of Optometry announced in August 2022 that courses approved by COPE are automatically approved as Class I Formal CE. In addition, they clarified that live webcasts with real-time active participation (synchronous)  by attendees are Formal CE, the same as in-person programs. This means that attending live virtual CE sessions is considered equivalent to in-person attendance.

Carry Over Hours Members that achieve more than 60 in the prior CE cycle may carry over up to 20 hours of qualifying CE from one cycle to the next. At the end of each cycle the SAO will review your hours and will notify you of the number of carryover hours you have achieved.   • Practice Management: No more than 8 hours of instruction in practice management, including patient protection and compliance issues, may be used to fulfill the CE requirements within a three-year period.

  • The TN CE period is the 24 months preceding the license renewal month based on their birthdate. For example: if the licensee's birthday is in February, the CE period ends on January 31st.
  • Each licensee shall maintain current certification in cardiopulmonary resuscitation (CPR). Such certification shall be obtained from a course approved or offered by the American Heart Association, the American Red Cross, or any other entity approved by the board. CE credit is not given for CPR courses.
  • For those who are therapeutically certified, a minimum of 25 of the 40 hours of continuing education is required in courses pertaining to ocular disease and related systemic disease.
    • At least 2 of the 25 hours shall be a course designed specifically to address prescribing practices.
  • Continuing education courses may include:

    • A one time training in suicide prevention that is at minimum 3 hours in length must be completed for licensed optometry or a retired active licensed optometrist.
    • In lieu of this requirement, licensees practicing solely outside of Washington may meet the continuing education requirements of the state or territory in which they practice.
    • In the event of a declaration of emergency for the state of Washington or federal declaration of emergency affecting the state of Washington, all credit hours may be completed through synchronous virtual or asynchronous learning for the duration of the declared emergency.

  • No drug diversion CE is required for renewal. However, upon receiving an initial license, you must take two (2) hours of CE drug diversion within a year of the initial license approval date.
  • A maximum of 10 hours of optometric study may be taken by correspondence or via the internet.
  • *All licensees shall complete two (2) hours of CE in injections.

Drug Diversion CE: While no drug diversion CE is required for renewal, new licensees must complete 2 hours of drug diversion CE within one year of their initial license approval date.

CE taken at conferences and seminars must be sponsored by the AOA, SECO, state associations, colleges of optometry, medical schools, COPE, or pre-approved by the Board of Optometry. Hours may be taken any time during the two-year period.

"Synchronous" means the instructor and licensee are together at the same time, there is real time communication between the instructor and the licensee, the licensee can receive immediate feedback, and the course is on a fixed schedule where learning takes place only once at a specific date and time. (Unlimited hours accepted.)
